In 2011, UNESCO adopted a series of recommendations designed to help create a balance between the needs of urban development and the preservation of urban heritage. This approach - Historic Urban Landscape (HUL) and in Hebrew, Naa (Historic Urban Landscapes) - may have a profound effect on the way our city will be shaped in the coming years, and advocates several key principles: restraining development and adapting it to the physical and cultural space of each city, preserving Local cultures, sustainability and community.
